Based on the unique regional characteristics of the Tokyo metropolis, the guidelines clarify the obligations and roles which relevant parties must abide by, such as the orientation of ensuring food safety. The Ordinance also establishes systems which compliment those implemented by the national government.

The Tokyo Metropolitan Government has also created the Tokyo Metropolitan Government Food Safety Promotion Plan based on the Food Safety Ordinance and has implemented measures related to ensuring cross-governmental food safety at every stage, from production to consumption, based on coordination with relevant departments.

The Tokyo Metropolitan Government also establishes plans concerning monitoring guidance and other matters each year in order to prevent the occurrence of hygienic dangers caused by food based on the Food Sanitation Act. Based on the plans, the Tokyo Metropolitan Government in turn implements safety measures at each stage from the production to the consumption of food.
